Target description

14 of 16 districts covered. The number of Districts with access to the services of a Judge of the High Court increased; when in mid-2025 Resident Judges were appointed for Kono to cover Tonkolili, Moyamba to cover Bonthe, and Kenema to cover Kailahun.

Target Baseline

" As of 2023, at least half of the country’s 19 administrative Districts did not have a Resident Judge; including Kambia, Kailahun, Kono, Moyamba, Magburaka, Port Loko, Falaba, and Karene."

Comment on Target

While the number of Districts with access to the services of a Judge of the High Court have increased; the system of having two Districts served by one Judge does not amount to Resident Judges. It is acknowledged however, that if the reform processes promised by both the Chief Justice and Minister of Justice remain on track, it is foreseeable that every administrative district will have a Resident Judge by 2030.
