Structured pedagogy programs are being rolled out, using a cascading model where master trainers train district-level teachers, who then train others. This includes refresher courses and ongoing support. GIZ/EU TVET projects have been focused on upgrading teaching skills, curriculum delivery, and institutional management, with refresher workshops for instructors.
" Refresher training was ad hoc, donor-driven, and not systematically coordinated by GoSL. Continuous capacity building and refresher training was not embedded in institutional planning; and GoSL training institutions lacked resources to provide continuous professional development."
While the prioritization of teacher training is laid out in the new NCTVE Act 2025; including embedding capacity building and refresher courses into sector reforms; there are still gaps in achieving nationwide coverage and sustained teacher support across all TVET institutions. Monitoring and evaluation systems for teacher performance are still being developed.
